**The book is 8 × 10.5 in, and each sheet tears out to 7.5 × 10.5 in.** The missing half inch is the strip that stays on the coil.

That makes the loose sheet half an inch narrower and half an inch shorter than US letter paper (8.5 × 11 in). It still fits a standard 3-ring binder, because the three holes are punched to the usual spacing.
